Miami Metromover Extension, Miami, FL

This project involved the construction of a $120-million extension to the existing 1.9-mile automated people-mover transport system that serves downtown Miami.  Driverless, rubber-tired cars run on an elevated concrete guide way, using the same technology as in several airport people-mover systems.

Adding the Omni branch to the north and the Brickell extension to the south more than doubled the original size and increase the accessibility of the system throughout the city.  Miami-Dade County awarded contracts for 2.5 miles of additional double-track guideway, 12 more stations, and 15 more vehicles.

During construction, one of the contractors submitted a $10-million claim, stating that it incurred increased performance costs due to differing site conditions, deficient contract documents, and design errors and omissions that related to steel erection and alignment.  The contractor’s claim was based upon an analysis that incorporated the use of studies estimating potential losses of productivity due to disruption, crowding, overtime, etc. 

GREYHAWK was engaged by the Miami-Dade County Attorney’s Office to analyze contract documents, schedules, and claim documents to establish the owner's exposure to damages.  As the expert witness for the owner, GREYHAWK performed an analysis that demonstrated that the claim was based upon an improper application of loss factors and that the damages claimed by the contractor were primarily due to a bid error.

GREYHAWK’s preparation of findings, resulting recommendations, and participation at trial resulted in a favorable settlement for Miami-Dade County.
