Houston City Hall/611 Walker Building

The City of Houston purchased the 27-story 611 Walker property (previous home of Houston Light & Power) to provide additional office space for City Hall.  The required renovation was separated into two major efforts:  asbestos abatement and shell & core construction.

The project experienced delays and the scheduled construction completion date was not met. Additionally, an internal investigation by the Office of Inspector General was initiated due to allegations of fraud.  As a result, the City of Houston engaged GREYHAWK to assess the condition of the project and to prepare and implement a plan to expedite the completion of work.

GREYHAWK brought the construction back on track and successfully achieved the recovery plan’s forecasted occupancy dates, providing the City with the necessary support information to close-out contracts and negotiate settlements of construction claims.  Our services included:  1) continued project completion and closeout consulting; 2) reorganization of project records; 3) preparation of incomplete work items list; 4) work plan for claims review and analysis; 5) delay and impact analysis; and 6) cost analysis of planned versus actual development costs.

Specific work of the 611 Walker renovation included:

  • Interior core – new walls, floor and ceiling finishes
  • Exterior – cleaning and resealing of the façade and miscellaneous roof repairs
  • Major mechanical and electrical system upgrades and/or renovations
  • Structural bracing to strengthen the building against foreseeable wind loading
